WHAT TYPE OF DEBT CANNOT BE CHARGE LPI was created by LOUIS
Can an invoice raised for a License Fee be charged Late Payment Interest if not paid on time, or is a fee considered as a debt and therefore does not fall within the legislation ?

IMHO, Yes.
Think about it this way: in exchange for a consideration you allow a third party to utilise your product or service.
So in real terms, by licensing the right to use your Product or Service, they have agreed to a consideration, which is a debt.
